horses are majestic, beautiful, powerful creatures with exceptionally overspecialized bodies built for moving around all the time efficiently

most broken bones are basically never going to heal right and the structure of horse legs means the other legs aren't really going to be able to take the weight properly (there are no muscles below the knee since anatomically, their knees are more like our wrists and heels lmao)
also, the structure of horse hooves basically being a fucked up big toe on steroids holding all the weight above sure is some shit lol

horses are also neurotic prey animals and do not deal with surprises very well and generally do not respond well to treatment attempts where they'd need to stay still (read: dealing with any kind of injury)

you get weird evolutionary cases all throughout the animal kingdom where a creature really should have evolved past a certain consistent problem and haven't because enough of the population regularly lives to reproduce despite it and thus it remains in the gene pool anyway lul
