I remember even just a few years ago the most popular and respected vanilla porn artists would draw loli/underage characters on occasion. Now it's treated like the most niche, disturbed, and obscene fetish on the planet with every website having a zero tolerance policy on the content except incredibly obscure underground boorus and Mastodon instances. If you draw a character that looks even somewhat young, you will have your entire online career ended and treated like the next Peter Scully. The same thing has also happened for more extreme like rape and incest but to a lesser extent.

Japanese deal with their own feminist/neo-moralist crusaders too, theres many japanese artists who are on their 10th twitter account due to foreign and domestic harassment campaigns.
If you live in a country where you dont have to worry about local LEAs getting involved - some shitholes like brazil, mexico, el salvador, then you can freely and publicly disregard harassers, however if you live in a european country or an anglo countery, or even some eastern european countries that have morality/obscenity laws, if the police are pestered by your detractors enough, they get involved, and nobody wants that.

As an artist, its not very much fun to get scary messages from social media platform moderators because a group of nonbinary teenagers decided your drawings shouldnt be seen on the internet. With targetted harassment groups and social media platforms drinking the "even drawings are harmful" koolaid, it gets to a point where it just becomes not worth it anymore to engage with the public. Many many artists including myself have stepped away from fanbases of 100k or more, in my case about 45k, because dealing with obsessive, awful people became taxing.

Many loli artists, like a lot of other japanese artists had moved to fantia and other patreon-like paywall services, this usually keeps the riffraff out, but it also means that less of their artwork is freely floating around.

Another factor is payment processors, even in japan banks have been pressuring japanese commerce sites to ban artists who draw lolis, or not host lolis on their platforms, this is chiefly censorship coming from "western" finance in an attempt to wrangle cultures.
This had a knock-on effect that caused many artists to change what they draw, in order to keep using these websites, they go from drawing todcon and loli, to drawing larger breasted girls or plausibly-deniable post-pubertal types.

pretty much no one ever complained about loli on ibs before like 2010. CP posting even if banned was normalized with ib users in the early days so if people were complaining back then it wasn't about loli. loli was so normalized that most casuals didn't know it was different from regular hentai
