if i recall correctly, one of the oldest touhou memes is the sakuya breast pads thing. it was posted on 2channel early in its creation in 2007. there might be something older in the pc98 era but this was right around the start of the windows era of touhou and teh internet boardz so it seems as good of a contender as any.
