While Futaba is not as active as 4chan when you take every board into account, Futaba's Nijiura may board still has a higher PPD than 4chan's top 3 boards (/vg/, /pol/, and /v/) combined

And the last time I calculated it (about 2 years ago), Futaba's Nijiura img board was neck-and-neck with may, making those 2 boards combined more active than 4chan's top 12 boards combined

Heyuri is obviously a very global site unlike Futaba or 5ch, where blocking foreign IPs only really affect very few 外国人日本語話者, at the benefit of making spam-control very easy.
for a better comparison kaguya (i) made the national BBS turkish-only on multiple occasions for the same reason (anti-spam) and the activity wasn't affected
