I was around then, so i wasnt borned too late.
but i do miss it a lot.
Heres how I cope with it;
I like to remind myself of the benefits of the modern internet, faster speeds, its easier than ever to watch movies for free, theres plenty of ways beyond forums and irc to talk to people, its arguably easier to stay informed now than ever. Open source software is bigger than its ever been. AI, and advanced search tools make it easier than ever to do your own research on any subject you want.
Streamers provide a lot of fun entertainment, alternative news is more interesting than almost anything on the news in the late 90s early 00s
Game emulation is the best its ever been as well.
When i was a kid, if you told me i could fit every ps1, dreamcast, n64, NES, SNES, GB, GBA, DS ,PSP game on a solid state drive the size of a credit card i wouldnt believe you

Pure aesthetic nostalgia, nothing is stopping someone from doing some basic CSS, many websites are designed with phones in mind because for the "developing world" a phone is the only computer they process.. again, is it a technical issue, a modernization issue, or could it actually be a... people problem
a valid criticism of modern internet would be censorship, censorship is higher than its ever been, yet "old web" fanatics dont seem to truly like the parts of the old web they were a bit wild. Wild West to them is kooky gifs and bonzi buddy, modern "old web" fanatics claim they love the old web but what they really desire is the digital equivalent of a hole in the ground they can shove their head into, because actually interacting with alternative view points is too distressing, actually wild west internet isn't included in this "good old days" fantasy

I have no opinion. I do not recall anything news worthy happening before 2010 because I only cared about my cartoons airing and being given sweets

I do not remember anything culturally but I remember echos of past tech solutions
Whatever I recall from my earliest memories related to computers and internet - I miss how basic some things were and encryption and obfuscation and firewalling in general was nothing compared to today. I could break stuff by queries after the ? sign or SQL injection because some places did not verify properly permissions before letting the action go or stuff was client side and the server did not verify. Stealing cookies was enough to get admin access because nobody cared to implement sessions.
Online games were fun, I remember abusing mechanics or scripting to go around with an OP bazooka and have unlimited ammo instead of 10 per respawn and instant reloads. A lobby of 20 people would all quit within 3 minutes
Or crawling, jumping and doing whatever to squeeze through textures in a map to go underneath it and one-way shoot everyone else because I could see what was going on up above the ground, but they could not see me through the ground texture. And the same way damage went only one way, so when I started losing I would do just that to show them who is the king of K/D
There was another buggy but fun game where you could make an account to save progress and it would prompt you to enter password to log in. Even if you gave a wrong password it would tell you it is wrong in-game and for some reason it sent a packet containing the real unencrypted password and that is how you could use anyone's account. Kids were shitting themselves and quitting when you told them their password in chat. Now nothing works this way.
I had fun in CS doing the query thingy and scanning the whole CS network for active lobbies and even on-going privately hosted games by people and I loved breaking into random people's lobbies and even games that explicitly were set to invite-only and I enjoyed playing with them. They fixed it in 2017 I think. Even if they kicked me out of their lobby I had the exact query I needed to bypass the ban and come back as many times as I wanted until they made a new one and I had to do hit or miss to find them again. I am not sure what valve was thinking. And I was able to scan for lobbies because the number increased and it was tied to a timestamp of lobby creation and not even encrypted. I was inspired by the "duk" guy would break into global tournament lobbies and I actually made a good friend this way. Lost contact with him almost a decade ago.
I once had fun in elementary and made a few computers open the CD station once every few minutes because I was a mean kid. Now school computers are so locked down that you can't do much. When I was finishing high school there was some education ministry proxy to block porn and games and cheating resources, and also windows user account's permissions were so limited that I could not run anything that is not approved by the teacher's computer. Eventually gave up breaking it and evaded the firewall by connecting my phone to the wifi, put my VPN over it, and broadcasted the signal back to the computer. But I also somehow got a VPN client to run there as if it were approved but I don't remember what I did. I made two school computers my personal residential IP proxies to evade bans and make throwaway accounts but now they don't respond so they probably got formatted. I remember that ancient prank where you screenshot your victim's desktop, then delete all contents of the desktop, and make that screenshot a wallpaper and the guy cries that he can't open his folders. It was my favorite.
I think the true form of current internet began in 2016. Kids were going around with their fortnite ninja blue hair and that annoying instagram filter with dogs, at that time everyone was explicitly banning raiding, youtube went to absolute shit, making throwaway or troll accounts was getting hard really fast and moderation got super strict around that time but that is my opinion. Bitcoin blew up among normalfigs and it was so cheap. KYC started getting implemented.

/v/ (where most of the shit in OP's image is from) was my favorite board in the late 2000s when I was a teen and I don't miss it at all. I remember newgrounds and a few small vidya forums I used in the mid 2000s and everyone there was retarded, but they didn't seem retarded at the time because I was ~13. Everyone in online games was retarded too. It was fun to be able to call people fags and niggers without getting b&, but I had to ban evade all the time because of hax anyway. Now you don't even need hax to troll in online games, you can just say that george floyd or charlie kirk deserved it for being a nigger/a fag and generate more butthurt than ever, and there are way better tools for ban evasion now.
Anime is doing great. Some of the best anime ever like wataten and yryr are from the 10s. Looking forward to Spy x Family S3 and Shuumatsu Touring next week. Having 12MB/s bandwidth instead of 150KB/s, cheap 1TB SSDs and 5+GHz 16 core CPUs and gazillion teraflop GPUs for generating unlimited high quality nudes of your waifu is nice too.
