That appears to be the case with dlsite using forbooks.jp points, at least for the foreigners, dlsite might not want to lose visa/mastercard payments for the japanese customers and payment processors agreed to that as long as they can dictate what foreigners get to see.

They certainly should at this point because every other month I see some news about DLsite getting fucked by Visa & Mastercard. Though most people don't even know how to buy or use crypto.
