ah.. uhm... its the other way around... sv_lan should be 1 to disable networking... Whoops!

You don't have to flip it in your server cfg, if the server is already on you should be able to switch it in console by just typing down "sv_lan 1".. i think.

Though... actually this disables internet clients, so people can only connect on the LAN through "Class C clients" (lan only?). So nevermind!

See if "sv_use_steam_networking" can be set to 0, if it isn't already.
