the only spooky vn ive ever played is sayonara o oshiete, i liked the overall atmosphere, the story (it's a denpa game so expect that it will be crazy), so i recommend to check it out, this is the only vn i liked so far and i cant recommend any other because im a noob

Lately I'm enjoying Lost Passage (picrel), the atmosphere is exceptional. Although you have to stomach some ancient Japan history infodumps.

XENON is kami. (But consider it done after the first route.)
Shizuku & Kizuato are classics of course, I liked the latter more.
Also, a personal favorite, although it's more mystery than anything: Nonomura Byouin no Hitobito. It has the best protag of all PC98 games I played.
