It's technically difficult to make TOR read-only
We've already looked into blocking POST requests from TOR IPs at cloudflare level, but it has issues with the IPv6 protocol.
So we had to block all (most? it may still not be perfect, but should be enough to make it difficult enough for ban evaders to abuse) access from there

not rly, I do use a VPN most of the time for some other reasons, but for Turkey's case alone, most people who know to use TOR would know ways to bypass government block too

Maybe we would look into implementing some software-level measures if there comes a time where anonymous imageboards are b& in the distant future.
