The issue isn't that it's new or necessarily the emoji itself, it's the context it's used in, alongside the text "NOOOWAYYY" which is generally some stupid reaction used on TikTok and Discord towards pretty much anything the poster doesn't like. With this in mind, I think it would fall under Rule 8

I think the reason others here know about it is because you see this everywhere no matter where you go online and you can even see it IRL at times.
