Rule 1 is about preventing killjoys and perma-serious fags from ruining silly/fun threads, while simultaneously preventing trolls and dumbasses from crapping up actual discussion threads (that don't deserve to be crapped up). It's not about protecting "wholesomeness" or "good taste" - that's for other websites

That said, any particular topic that gets posted too much by 1 user or a very small number of users in a forced way usually gets dealt with eventually - if for no other reason that bcuz it makes Heyuri feel boring and stale
