I've never heard a child say it, it is a dimunitive but 'cunt' becoming offensive meant that kids also stopped using it as they wouldn't have learnt about 'cunt'.
Admittedly it's only really offensive if you know what 'cunt' is so I guess it being used on TV as an attempt at a child friendly alternative to foo-foo (what I called it as a kid) is believable.

Yep, never seen it online except to the cute and funny/lolicon meme which really confused me the first time I saw it around.

Don't doubt the term got used in some eromanga translation because the translator used a thesaurus to translate some silly form of manko but the usage ends up being rule 8.
