Of the 4chan examples, I count only 2 that follow the pattern. Media names hardly ever count for anything, they're not made of commonly spoken phrases. For example, I'm certain I can find many tv show episodes named "cringe", and google says

The word based was used since the 1980's as slang for some drug users, especially among black communities.
I guess that means cringe and based are totally not nuWeb/4chan slangs and should be freely allowed then?

Let's look at search results. Here I used subject to minimize false hits. Statistically you expect memes to appear in subjects when they become popular if the probability is IID.

As you can see, the first relevant post is in 2021 on /int/, which prompted a series of posts since then with the same format. Before hand, there were few to no mentions of 'not my problem', with the absolute oldest being in 2012, when part of a subject field. After that post, you get dozens a day on every board.

Using the same strategy also reveals that based and cringe were introduced in 2012: with the based god album on /mu/, then 2 weeks later with the first non-/mu/ thread on /g/ calling steve jobs 'based'. For cringe, /r9k/ "cringe threads" seems to be the origin.
"cringe" and "based" were used in other ways since at least 2008, and I'm sure if you try hard enough you will definitely find drug talk that looks like they're using based in the same way nu4chan does now.
This is consistent with other data I can find on the first use of those memes, so this strategy seems to give rather accurate results.

"But it's an old phrase" OK then let's let everyone spam "based based based" and "cringe cringe cringe", old phases from the 70's and 80's are kosher after all.

I remain steadfast and adamant that proper internet history(tm) ought to not be mangled too much, even when it comes to the garbage that we wade through today.
FACTS:
- not my problem is a meme
- it is a nu4chan meme
- it dates back from 2020-2021
- just because a phrase exists doesn't mean a meme which text is the phrase is magically not a meme.
- The proof is in the pudding: just 4 total posts between 2008 and 2021 (starting in 2012) with this phrase in the title at all, and a flood starting in 2021.
