I did a light change/removal on tips page based on your suggestions. Also changed Rule 10 as I wrote in OP. It's not actually a rule like this, but it shouldn't matter for anyone

I reworded and added this. I don't want to sound like they are too optional except stuff like using stuff like sage, but made it obvious they aren't actual rulez now
(this doesn't mean we won't ever act on them though, especially the 5th and 7th points )
