I think the tips page should be left as is, it has charm to it. Stuff like "don't quote the OP" adds a grain of salt (a very small one) to the site's culture and style, while still being completely optional.
Any discussion regarding the tips page can be solved with "Those aren't rules, follow them if you want". The most serious thing in that page talks about not using nu-4chan lingo, but that's covered by rule 8 anyways. The tips page can only become a relevant point of frequent debate if the userbase becomes whiny, bitchy, and forgets what this place is all about in general. Although at that point we'd have a bigger problem than what's written on the tips page
