If I'm recalling correctly, it was turned off by default at the request of users back when it was introduced, so funny coincidence that this thread is made now.

A dev can probably tell you more, but I think your settings are saved thru Local Storage instead of cookies. So, short of clearing everything in your browser cache, neomenu should be still enabled when you open a new tab or window.
