If the satanic child abuse cult that runs the world were to "disappear" then so would all persecution against fiction. They require this persecution against mundane things like video games and anime as well as typical young adult relationships in order for society to feel good about themselves by punishing these easy low hanging fruits, thus removing their internal guilt knowing that they are "doing something" to fight "pedos" the idea of which has been put into their heads by said cult. Meanwhile the cult gets no heat and they can continue operating as normal, so long as all resources are tied up going after people who draw anime girls and dudes who date 17 year old girls instead of the actual people doing real abuse and fucked up shit. Remember, when someone claims loli is CP that means they are saying a drawing that anyone with a pen and paper can produce is on the same level as actual real life child abuse.

I think youre close, but not quite there.
governments use it for blackmail and bribery, when it becomes an ''asset'', that asset contains value, if you create artificial scarcity of that "asset" (by making everything even mildly associated illegal, such as anime and manga) the purchasing power of that asset increases. The incentive to have total censorship creates an environment where you control all access to that asset and wield the power of fulfilling peoples desire, and use that for power purposes.
If the public starts enjoying those things freely their precious resource loses value.
So they attempt to gatekeep by creating a wall of total unacceptability of everything that even slightly deviates from the norm.
