This looks like wikipedia vandalism based on a joke. Anthony Hurell is both the name of some british bureaucrat who mostly lived in the 20th century and the pseudonym (?) of the guy making those MLM flashs that get posted sometimes on Heyuri
The wikipedia article gives this link: https://archive.org/details/1100_neon_genesis_evangelion as a reference for the claim that Anthony Hurell (the bureaucrat) was a fan of Evangelion. The link leads to a flash made by Anthony Hurell (the other one) about Evangelion, impliying that it was made by Anthony Hurell (the bureaucrat).
If it was true that those two Anthony Hurell were the same person, it would mean that the flash that you posted was made and finished by him posthumously
