This flash at first seemed nonsensical. But after reading the archived posts from swfchan on it... It made even less sense. (;´Д`)
Maybe the gif was supposed to be actually moving. Who knows at this point.
I like the music though. I always seem to find comfort in unease. It makes me feel cold.

when you open it in a flash decompiler it shows there are 76 frames
2nd and 3rd are what you see and the rest are black, except for the last one which is white
there is a code on the 4th frame which tells the player to go and play from the 2nd frame so it's stuck in this two frame loop
I don't know why would anyone make it like this

Maybe the creator of the flash had something far more complex in mind but just decided to leave it the way it is..
