Ah, I felt like I was missing something. I didn't know it was supposed to be decrypted into phonetic alphabet first. I skipped that and the caesar cipher, and somehow got the message directly by treating it as a substitution cipher where each word corresponds to a letter.

I still have a question. I see I can get something like "Romeo Oscar Victor Victor Yankee space..." by substituting the characters in the OP message like this:

How is this substitution determined? Is it based on a specific method, or is it arbitrary?
