Ah, I felt like I was missing something. I didn't know it was supposed to be decrypted into phonetic alphabet first. I skipped that and the caesar cipher, and somehow got the message directly by treating it as a substitution cipher where each word corresponds to a letter. :xd:

I still have a question. I see I can get something like "Romeo Oscar Victor Victor Yankee space..." by substituting the characters in the OP message like this:
" => q, . => e, : => z, < => w, > => e, a => a, b => n, c => i, d => h, e => d, f => y, g => u, j => c, k => v, l => p, m => m, n => l, o => s, p => r, q => x, r => o, t => k, u => f, x => b, y => t

How is this substitution determined? Is it based on a specific method, or is it arbitrary?
