Kaguya has sex with random people and forces them to moderate heyuri by blackmailing them, he tells all mods that he will release the sex tape if they don't moderate heyuri. He most likely deceives them by pretending to be kaguya (the touhou) and after sex he removes his mask revealing his turkish self, he probably even asks for more sex afterwards and OP IMAGE IS THE PROOF!!!!
