They use it to bribe, as a currency to pay people off, in a similar way to how agents use illegal sex to blackmail people or reward people for doing what they want, they also use illegal or banned material as a bargaining chip. And that bargaining chip increases in value as a manipulation tool the more taboo its considered by society.
When it comes to countries that can just print money, they dont care about profit.
