obviously nobody knows, intelligence agencies often have contacts with criminals, there could be handlers who broker deals with them to do things on behalf of clients, and the criminal and the client never meet.
There are tons of ways criminal organizations and well as intelligence agencies operate that isolate individual actors in a way that no one person is aware of the bigger picture.

Keep in mind that sex films and snuff films are separate things.
NCMEC and the FBI keep databases of material they have seized from people, they dont destroy any of it. In fact they categorize it, tag it, transcribe it, and store it in archives, and they have been doing this since it was outlawed in the 70s.
What do you think they do with that?
