Banning VPNs in the traditional sense such as consumer ones would force people into hosting their own (such as with a cloud hosted server in a different country), use Tor, residental proxies or try and obfuscate the fact they are using one with different overlaying protocols paying via crypto or cash.
Nonetheless it'll be very unpopular for them to do so since business use them and even politicians themselves. I heavily doubt they'll ban them straight up or force identity checks on them, all they can do is just tell websites to not encourage people faced with blocks to use them or find other methods of circumvention.
