the Japanese govt doesn't give that much of a shit from what I've seen since they had their arm twisted to conform to international pressure regarding ero U-18 content (actual distribution of outright CP was legal there until 1999 IIRC, and possession was only criminalized in like 2010 or some shit, and then most of the stuff that killed off all the "all ages" clothed modeling agencies was prefectural rather than national from what I recall)
so a Japanese hosted site can absolutely have shit that's illegal damn near everywhere else lol and dodge trouble -- the person running the site could get taken to court under current Japanese law, it's just not likely though
