it really depends on what you were doing
if I wanted multiplayer games, it was N64 all day; GoldenEye, Smash, F-Zero X, Mario Party, etc

also, until the DualShock started shipping, the PS1 had zero thumb sticks and less buttons (admittedly, trying to use Z, L, and R at the same time wasn't really feasible, but exempting it, you have the same amount of available buttons as a pre-DualShock controller)

but as a single player machine, the PS1 mostly sails straight over the N64, which has no FF7 (or 8, or 9), no MGS, no Gran Turismo, and those are just the hyper-popular games
the PS1 has tons of good games just because of how many games it got
there are whole genres that are basically completely absent on the N64
