VPNs typically use blocks of IP addresses (e.g. 10.20.30.0 through 10.20.30.255) - in most cases you can just ban 10.20.30.* + any other range the ban evader attempts to use, and that will hamper them enough to make them give up... but if they can just open up Tor Browser and bypass all moderation efforts, they'll carry on for hours and come back to do it again for days/weeks/months
