Not only can you not touch it, but you can turn it off entirely by either disabling the profile page feature, or just disabling comments if you still wanna use it as a site updates blog or changelog or whatever. Plus you can delist your site from Neocities by setting it to 18+ and then promote your site the normal way via word of mouth, link collections, etc.

"If I treat it like a social network or a community, I am a n00b who fails at Internet" applies to both the people browsing Neocities sites and the people making them. If you stick a hammer up your ass then you fail at construction, but that doesn't discount its usefulness as a tool when used properly
