It really is, but it is even worse. You see, today it is operated by a state-owned company. It is widely used for the propaganda purposes.

IIchan used to be WINRAR about 15 years ago. It was very similar to modern Heyuri, a bit less "edgy", but still fun.

But in 2012 Russia quickly shifted towards authoritarianism. The authorities began to censor the Internet. Also now any drawn porn (e.g. hentai doujinshi) are equal to the real-life porn, which is illegal in Russia. IIchan admins tried to be loyal to the Russian laws, so they took all NSFW boards down, and began to use strict moderation.

They didn't get a simple idea: in an authoritarian state it is not enough to just "obey the law" - you have to be 100% absolutely loyal to the state. Everyone should be a part of the system. That means everyone's lifestyle should be 100% "patriotic". Everyone is a potential solder, and solders shouldn't watch anime, read doujinshi, or play Touhou. In today's Russia even a SFW yuri/yaoi picture is illegal. Now IIchan is blocked in Russia entirely. They tried to be a 100% SFW board, but it didn't help them, while they lost their old vibes and audience.
