the girl in that pic seems to also be wearing heels, I've only ever seen one japanese policewoman in yotsuba& and she was just making tickets for illegally parked cars so maybe skirt+heels is the "chill job" attire
i would guess if a policewoman was ever assigned to cracking down on yakuza nests or something like that she would be given better clothing and equipment
