I guess if someone did this expecting you to know their language and getting angry at you for not knowing... you know... a language that's not your native tongue, then yes. I think annoyance would be a justified emotion to have. But most people I've seen do this tend to speak to fellow speakers or otherwise their own social circle. Even people who asked me if I spoke Spanish (I don't) didn't get upset about it. They just on their merry way. Unless it's the former scenario, I don't get how this is a nuisance. Maybe this is a country-specific problem?
