you have to exclude them in the tor config file. i haven't done this in a long time so i don't remember the file's location or name or the exact syntax but it's something like

ExcludeNodes {xx},{xx}

xx being the country code for nodes you want to exclude (germany is probably de). you can also use like ExcludeEntryNodes and ExcludeExitNodes if you just want to exclude them from being used as entry and exit nodes. i would recommend completely excluding us, canada, israel, germany, and whatever "five eyes" countries i didn't mention. but if you actually want to do this you should look up how to do it properly because i'm speaking from memory and haven't done it in a long time.
