I'd start with billionaires, then mega millionaires, and by that point there might be so much chaos that I'd have to focus on local warlords/gangs for a while which would require actually going outside to see their faces. If they've figured out that hiding their faces protects them from suddenly dying then the death note would become less useful than other types of weapons.
