I would choose La France
je peux deja parler la langue (bon, dans le passe...) et elle me parait plus facile que l'allemand (und ich habe auch bisschen deutsch)
moar importantly germany seemed to be quite stiff from little I've seen there, I'd move to a southern part of France that's affected by the superior (lax) Mediterranean culture. It has better food too
Though I dunno anything about teh legals/prices/job opportunities etc
