When you read a lot of the books of Harry Potter, they're mostly appealing to the female thought of a boarding school. Especially in the ways that Draco Malfoy bullies Harry Potter, it's definitely the femcale-centric thought of bullying. Reputational damage (female centered bullying) versus physical/mental damage (male centered bullying) are essentially the main differences.

Therefore, Draco Malfoy, in the book, is definitely written in more as a female. It makes more sense when you think about how most of the people in the book deal with those situations. Also, the popularity is just for the gender swapped characterization of female Malfoy, not the character.
