As I cannot taste either, I must rate the presentation alone.

Imouto 1
-Beverage provided (+1)
-Utensils not provided (-1)
-Camera/lighting is poor, making the dish look less appealing (-1)
-Hot dog octopi look dry and unappealing (-1)
-Noble effort at making rice look like a neko, but neko looks derpy (I'll add no points but subtract none either)

Imouto 2
-Utensils provided (+1)
-Beverage not provided (-1)
-Lighting and photo is good, dish looks appealing (+1)
-Green onions on top of curry look good (+1)
-But is plated sloppily (-1)
-Nekos are also derpy (+/- 0)
-Hair in side dish (-1)

Score: 0

So I will be voting for imouto 2. For either of these though, it depends on how old they are. If a 10 year old made either of these, I would be very happy. If she's 15, then this is just sad.
