The external jugular is actually much safer to cut than popular science/media would suggest, so you can easily retrieve 2/3ml of blood from there with little hassle by making a vertical incision, and the chin naturally helps conceals any marks as well which is a bonus.
Due to the blood pressure, the wound will close and clot quickly, so always cut more than you think you'll need. If you can get access over the counter, Warfarin or a similar anticoagulant would be good to help alleviate this.
