To add onto this idea, perhaps make it so that certain characters are reluctant to go nopan based on their personality and will outright refuse (i.e. a rich ojousama will balk at showing her privates to commoners, desu wa~? ( ´ω`))
At least at first; maybe you can break down their reluctance thru gaining enough trust (a social link system like Persona?)
