Yeah, he industry standard is lots of small ogg files and that doesn't compress well. Newer games also have high resolution CGs that duplicated many times with details changed, which adds up too.
It's fun to compare with PC-98 games, where resolution was low with (usually) no voice, and games could fit on a few floppies. There is an archive of 4000+ PC-98 games floating around the web and it takes less than 12GB in total, I used it a lot back when I had little storage (I still do).
